State-of-the-art qualification of ATSEP cannot limit itself on scenario-based animations. There are too many error-options. To reach higher levels in the learning taxonomy, real or virtualized infrastructures are the solution.

The ICAO's and the European ATM Masterplan are pushing the implementation of interconnected systems, interoperability, automation, trajectory-based routing etc.

All this leads to much more complex systems, with an increasing number of potential points of error.

To empower ATSEP to be able to solve errors that never occured before, they need to be able to transfer acquired knowledge and experience from the past on the new problem.

This will not work, when they only learnt to "apply", meaning "reproduce" previously learnt predefined scenarios and procedures. They need to learn to evaluate and transfer ("synthesize") their previously applied to new scenarios. Simple "if-then" learning arrangements are too limited. 

We suggest to provide real infrastructure (which can be virtualized and complemented with hardware). 
In such a context, the trainees can learn the basic things more thoroughly. But also the more advanced learners and the ATSEP who widen their knowledge in a learning on the job context can learn in an infrastructure, which is close to their real working context. Instead of following an animation of a network, we should  bind the real Surveillance Data Distribution System (SDDS) in. We can always add simulated aspects, like a PSR antenna and potential errors (like jamming of the antenna). But the main architecture should be real.
