Aviation Security (AVSEC) as defined by ICAO is a combination of human and material resources to safeguard civil aviation against unlawful interference. Unlawful interference could be acts of terrorism, sabotage, threat to life and property, communication of false threat, bombing etc. While security is a state of feeling protected against threats that are deliberate and intentional, safety is protection against hazards (accidents that are unintentional).

As effects of intentional and non-intentional hazards are often similar (e.g., hazardous cargo or burning aircraft), many training solutions can be used for both. Therefore we present them together, although they are treated separately by IATA and ICAO. The solutions presented have been developed and implemented in cooperate with various civil aviation authorities. They are not exhaustive.

Basic Training

ICAO prescribes a basic training programme for employees supporting aviation security (preventive) measures at airports. The course should also introduce participants to the international best practices related to the application, monitoring and enforcement of airport security preventive measures.

Cargo & e-Cargo Process

Getting an initial understanding of the Cargo and e-Cargo processes with the e-Cargo Simulator, an environment for technical and procedural training of aviation security and the Cargo & e-CARGO supply chain as regulated by IATA. The simulator includes the Airway Bill, the Cargo Security Declaration, the Dangerous Goods Declaration or a ULD configurator. It is a perfect environment to get prepared (at sight or remotely) on airport processes and their safety and security related aspects.

Basic ATC Emergency Procedures

Incidents may impact emergency and recovery procedures that impact the general air-traffic around an airport.  The seamless simulation of ACC, APP, 3d TWR and GND simulator allows for familiarization with colaborative processes between air traffic management and safety / security.

Cargo Security Training (ICAO: ASTP/Cargo, IATA...)

ICAO's ATSP/Cargo intends to provide participants from national authorities, as well as airport, airline or other stakeholders,with knowledge about international best practices related to air cargo and mail security,  The training can be deployed in the following contexts:

  • Initial Training
    The initial training covers the initial familiarization and training of the cargo security process. It may include: the purpose and intent of existing security measures, the implementation of appropriate security controls for cargo and mail consignments, and the appropriate response procedures in the event of a cargo security incident. ICAO's training targets employees of the national appropriate authority, airport, airline or other stakeholders with an active role in maintaining air cargo and mail security.
  • Refresher Training
    Refresher training is designed to review or reinforce existing Safety & Security competencies. It should be site-specific, conducted on a regular basis and related to the rating and/or certification of the personnel. It should cover theoretical knowledge as well as practical skills which can be acquired through simulations or practical exercises.
    Refresher training may be carried out either on-site or off-site, whichever is the most appropriate. Where possible, it is advantageous that part of the training be carried out on representative systems or equipment. SkyRadar's cargo handling system is build on typical hardware and control equipment. The simulators can be used for continuous training even when the personnel stays at their home locations.
  • Emergency Training
    Emergency training refers to training for the management of non-routine situations. It is linked to the competency unit “management of non-routine situations” and the subsequent competency elements and performance criteria. ICAO expets that the ATSEP is enabled to deal with causal factors such as natural events such as earthquakes, tornado, flood, fire (a); security breach sich as terrorism, cyber-attack, sabotage (b); and technology breach such as major system failure or power failure (c). 
  • Conversion Training
    Conversion training is required when an existing system is changed in a way that it triggers operations. Examples can be system modificaiton (e.g. new hardware) or the availability of new monitoring, calibrating or measurement equipment. Conversion-training is system- or equipment specific. 

Cargo Security Training

Being able to insure security at all times, through successful detection and isolation of hazardous material. The simulator guides the students through an end-to-end supply chain, from intial forwarder to final destiantion. It allows to implement all security processes and documents.

Cyber Attack Defence

Understanding the nature and impact of cybersecurity threats and being able to judge cargo system threats and vulnerabilities
Learning to analyze latent threat-potential through security weaknesses in existing or new systems in a structured way and be able to close loopholes
Lastly learning to detect attacks and handle them with the objective to reach rapid system recovery and most limited damage.

Cargo & Luggage Scan

Being able to read scanner images and to detect hazardous materials.  The simulator represents a typical graphical user interface of an x-ray scanner with typical functions such as pseudo-colors, grayscale, organic, or metal. Like all SkyRadar simulators, it can be accessed remotely through the ANSP's intranet/extranet or at the location, e.g. in the frame of classes

Cargo Handling Security Training

Being able to master the cargo handling process. Detect and isolate hazardous material.  The physical cargo handling system allows to train the complete handling process in interconnection with IATA's e-Cargo process. Students will learn how to separate dangerous goods and how to handle dangerous material that has already reached the storage area.

Crisis Management Training (ICAO: ATSP/Crisis Management)

ICAO addresses aviation security middle and senior management personnel who have been assigned to develop, implement, and assess aviation security-related crisis management exercises. The material contained in this course provides an overview of contingency planning, administrative coordination, operational responsibilities and cooperation with emergency response officials to ensure the overall crisis management system is properly prepared and to determine the effectiveness of crisis management plans and procedures relating to acts of unlawful interference. This course may also be used to assist a State’s appropriate authority in the development of its own national crisis management training programme. The system can be used during initial as well as continuous, development and OTJ training.  

Tower / ACC / APP / GND Environment for Crisis Management

Being able to simulate various reaction patterns for crisis management and to choose the best option. Familiarize with the rapid recovery procedures in case of an invident.
